Training Package Reviews
Training Packages are a set of nationally endorsed industry training standards that describe the skills and knowledge required to undertake job roles in industry. Training packages are not static documents and updates can be undertaken at any time through continuous improvement to include the latest industry practices.
To accommodate this process of continuous improvement, the Department of Education, Employment and Workplace Relations (DEEWR) has processes in place that fall into two categories:
- National Quality Council (NQC) Endorsement: where a change to a qualification and/or unit of competency changes its outcome it must be submitted to the NQC for endorsement
- Industry Skills Council (ISC) Upgrade: where a change to a qualification and/or unit of competency does not change its outcome

SSA process for Continuous Improvement
The process of continuous improvement is ongoing and consists of a series of stages:
Continuous Improvement
At the start of each year SSA, guided by our industry advisory committees, identify the issues and changing landscape in each of our industry areas and plan to work through them through continuous improvement. The Continuous Improvement Plan is available for your information in our planning and reporting documents.
Project scoping
The issues are scoped with key industry stakeholders. This may take place through meetings, a focus group or scoping paper seeking feedback. The outcome is a recommendations report to guide further changes.
Drafting
The recommendations are incorporated into draft qualifications and units of competency, as appropriate.
Consultation and feedback
Key to the continuous improvement of training packages is consultation with a broad range of stakeholders including industry, RTOs, unions and government departments. Consultation may take place online through our feedback register and via email, in person at meetings and workshops and over the phone.
Feedback analysis
Feedback is collated and analysed by the project team and guided by the industry advisory committee. Where nationally consistent, feedback is then incorporated into a revised draft.
Validation
Stakeholder validation of the revised draft qualifications and units of competency ensures that the updates made accurately reflect industry feedback. Validation may take place online through our feedback register and via email, in person at meetings and over the phone.
Quality check
Final draft components undergo the quality check process to ensure that the revised training package meets the quality assurance principles of flexibility, responsiveness, recognition and functionality.
Submission for endorsement
The submission to the National Quality Council consists of the case for endorsement and proposed training package components.
Endorsement
The endorsement process takes approximately six-eight weeks with the end product an endorsed training package.
Implementation
Implementation activities aim to assist in the unpacking of updated training package components and quality delivery to produce job ready graduates. These include professional development workshops, the development of industry user guides and industry tools to identify quality resources.
